The ENQHEEI Network (European Network for Quality of Higher Engineering Education for Industry) was established to foster cooperation between European higher education and industry upon the recommendation of the European Council of Ministers of Industry (December 5, 2000 art.15.
The original and continuing mission of the European network ENQHEEI is to expand cooperation within the EU between scientific and technological higher education institutions, industry, and society; the network has extended its activities into the field of quality assurance and improvement; and in parallel, efforts to build cooperation between the academic world and industry, specifically by organizing events during the EU presidencies for various EU candidate countries, e.g., Turkey, Russia, the EECA, the Black Sea countries and those of the Mediterranean arch… with connections to USA, Australia, and South Africa...
The ENQHEEI network has developed its activities in three successive stages:
- A Higher Education Quality Charter for Industry, tested and validated in 2003
- The QUESTE Quality System and Label of Excellence (Quality of European Scientific & Technical Education for Industry) inspired by EQUIS accreditation in Business and Management education.
On March 31, 2006, European Commission officially recognised QUESTE as a label of excellence for scientific and technical institutions in the context of the Lisbon strategy and Bologna process.
Exchange and dissemination of best practices:
As noted, the network seeks to improve dialogue and cooperation between the academic world, technological business, and industry. A strategic objective is to improve the preparation of graduates for employment by these stakeholders. This effort includes programs of interest to Higher Education Institutions, Quality Assurance Agencies, industrial partners, trade unions and business organisations. Events are organized during the EU presidencies in cooperation with the Scientific Attaché and Economic Departments of the French Embassies. The overarching goal is to strengthen the triangle of knowledge formed by Education, Research, and Innovation.
Going beyond the accustomed areas of Western Europe, ENQHEEI serves a variety of countries, e.g.

- Russia, Eastern European and Central Asia Countries (EECA)
- The Mediterranean arch
