ENQHEEI was incorporated as a non-profit association under Belgian law ASBL on June 20, 2002 by its three founders:

• the Swedish Chancellery of Universities (HSV),
• the European University Association (EUA), and
• the French branch of the NGO -International Association for the Exchange of Students for Technical Experience (IAESTE).
